Arclight Phoenix has a mandatory triggered ability, so you are required to put your Arclight(s)' triggers on the stack and them onto the battlefield as long as you've cast three or more instants or sorceries before the beginning of combat on your turn. If the trigger is missed (by accident of course, as intentionally missing mandatory triggers is cheating and will be met by a DQ), your opponent will be able to decide whether or not to put it onto the stack.
A little more info on the notion of "announcing" here. You do have to announce that you are moving to the combat phase, giving the opportunity to your opponent to do something during your main phase, before the game moves to beginning of combat where the Phoenix would trigger. Also, your opponent will have the opportunity to respond to the trigger once it's on the stack no matter what (maybe they have something like Disallow to counter it). You can announce "Phoenix trigger on the stack" to be make things 100% clear, but if you just put the Phoenix on the battlefield right as you go to combat, your opponent can back you up and say they will respond to the trigger.
