Hi, I have a non-summoning sick Jaya Ballard, Task Mage on the battlefield. On opponent's turn he cast Teferi, Hero of Dominaria. Activate Teferi -3 to target Jaya. Can I use Jaya ability to destroy a blue permanent on Teferi before Jaya is put back into my library by the -3?
Yes. You get priority before the loyalty ability resolves. It's a normal activated ability when on the stack; being a loyalty ability only restricts WHEN it can be activated.

Opponent's main phase begins.
Opponent gets priority and casts Teferi, Hero of Dominaria. Opponent pays the cost using 3WU obtained in an unspecified way.
Opponent gets priority and passes.
You get priority and pass.
The top object on the stack (the spell cast in step 2) resolves. Opponent puts Teferi, Hero of Dominaria onto the battlefield with 4 loyalty counters.
Opponent gets priority and activates the "-3: Put target nonland permanent into its owner's library third from the top." ability of Teferi. Opponent chooses your Jaya Ballard as the target and pays the cost by removing 3 loyalty counters from Teferi.
Opponent gets priority and passes.
You get priority and activate the "R, T, Discard a card: Destroy target blue permanent." ability of Jaya Ballard. You choose Opponent's Teferi as the target. You pay the cost by spending R obtained in an unspecified way, tapping Jaya Ballard, and discarding a card.
You get priority and pass.
Opponent gets priority and passes.
The top object on the stack (the ability activated in step 8) resolves. Teferi is destroyed.
Opponent gets priority and passes.
You get priority and pass.

Why bother with mere rulings when so many answers can be found in the Rules?
I believe this it how it works...Teferi's Ability Goes on the Stack then your Jaya's Ability goes on the stack in response. Jaya's resolves first but Teferi's still goes off so Teferi dies and Jaya is tucked.
