No, you cannot. You cannot pay a cost with something you don't have, and in this case the additional cost requires you to have one or more cards in your hand to discard.
No. The additional cost is to discard a card. If you have no card in hand to discard, you can't pay that cost. and you don't have a card in hand by the time to pay the cost, because the spell is moved to the stack as the first step of casting it.
It would be a different if the additional cost was to discard your hand. You can always discard your hand, even if it is empty.
