If a player can't manifest two cards from their library, or put the top three cards of their library into their graveyard, they just do as much as possible of that action (C.R. 609.3; review C.R. 701.33a). Only if a player tried to draw a card from an empty library can a player lose the game on account of an empty library (C.R. 704.5b). And neither manifesting a card nor putting cards from the top of a player's library into their graveyard is the same as drawing a card (C.R. 120.1; see also C.R. 120.5; review C.R. 701.33a).
