What happens if i only have 3 lands untapped with Riku of Two Reflections. I cast Harrow, can I use the 2 mana that comes into play to copy Harrow with Riku of Teo Reflection?
As you cast Harrow, you must sacrifice a land and pay 2G to pay for Harrow (C.R. 601.2f, 601.2h). Once you cast Harrow, Riku's first ability triggers and eventually goes on the stack (C.R. 603.3). Then when that ability resolves, you may pay UR to copy Harrow (C.R. 116.4, 608.2c-d). (Note that copying a spell is not the same as casting it, so that you don't pay that spell's costs again for the copy, for example, sacrificing another land for Harrow [C.R. 706.10].)
So am I able to copy Harrow? With the 2 lands that come into play from Harrow?
When you cast Harrow, Riku's first ability will trigger, go on the stack above Harrow, and get to resolve before Harrow (C.R. 603.3, 405.2, 116.4). This means that no new lands will have entered the battlefield yet due to Harrow by the time you decide whether to pay UR to copy Harrow (when the Riku ability resolves).

I have another question involving Riku of two reflections and a creature which is a clone of it like clone. Let's say that both of them are on the battlefild, clone being a copy of Riku of two reflections. When a third creature comes in to play under my control can I pay GU only once to make 2 copies of the third creature?
First, I'll assume that instead of Clone you're using Helm of the Host or Spark Double so you'll have a nonlegendary copy (else you couldn't control two Rikus due to the legend rule) instead of regular Clone.
Each Riku will trigger when a nontoken creature enters the field. For each trigger, you can pay GU to make a token copy. But you'd have to pay it for EACH trigger. So if you want both token copies, you have to pay GGUU. Same applies for instant/sorcery spells - you can make two copies with your two Rikus, but you'd have to pay UR twice.
