When I activate Golbin Welder's activated ability do I choose the targets for it before the copy from the bracers goes onto the stack? Or does the copy go onto the stack first?
Can I "weld" wurmcoil engine and darksteel forge and then with the copy of the "weld" chose a 3/3 wurmcoil token with wurmcoil engine? Perhaps more simply can I resolve an activation of Goblin Welder, then choose targets for the addition activation? Or do I have to choose all 4 targets at once?
2. The other welder interaction I need some help on is when another player is controlling an artifact I own. For example let's say my opponent has used Dack Fayden -2 to gain control of my Sol Ring, suppose further that my opponent also has a Winter Orb in their graveyard.
If I activate Goblin Welder's ability targeting sol ring and winter orb, will sol ring go into my graveyard? And will my opponent's winter orb go into play?

The copy of an ability goes on the stack after the original ability is put on the stack, which also means that it will resolve first.

You must choose all targets when the abilities go on the stack, so yes you must choose legal targets for both the original ability and the copy when you first activate Welder. Therefore, there would be no way to sac a Wurmcoil token to one of the Welder abilities in this scenario.

Goblin Welder does not care about who owns an artifact just who controls it, so yest the Winter Orb would still come onto the battlefield for your opponent. But, when a card is put into a graveyard, it can only go into its Owner's graveyard (same for hand, library, and exile). So when they sacrifice the Sol Ring, it will end up in your graveyard.

The original is put o the stack first, and the process for doing so includes the choice of all nessesary targets. Only after you've finished the process and get to the last step, will the ability become activated, which triggers the Bracers. That trigger goes on top of the stack (and thus the original) right after state based actions have been checked and before any player receives prioroity. When the trigger eventually resolves, you copy the ability and can choose new targets. If any targets for the copy are the same as for the original, the original will do nothing as at least one target will not be legal anymore if the copy resolved with all targets being legal. Because those targets then become new objects in another zone and thus cease to exist as far as the game is concerned.

Cards always go to their owner's graveyard. If a card would enter a graveyard that is not its owner's zone, it goes ot its owner's graveyard instead. Same goes for the library and the hand by the way. Both cards will make the zone change, so the Ring gets sacrificed and the Orb is put onto the battlefield.
