In a 3 player free for all game, Player A is at 3 life and casts Clocknapper. The ability resolves and they choose to steal Player B's combat phase. After the ability resolves, Player C casts Lightning Bolt targeting Player A. Player A loses and it is Player B's turn. During their turn, will they have a combat phase?
Uncards can't have official rulings. However, since "To steal a phase means that during that player’s next turn, as the chosen phase begins, you treat it as if it were your turn", and there is no one but the active player to take that phase, they do so.
Silver border land is the wild west, without solid rulings on a lot of things. It's meant to be silly fun, not serious Magic.
I would recommend treating Clocknapper's stolen phase similarly to a stolen permanent in normal Magic. If the Clocknapper player leaves the game, the "control" effect ends and the phase returns to the "control" of the player that "controlled" it previously. This would be slightly awkward if the Clocknapper player leaves the game in the middle of the stolen phase, for example during Declare Attackers after attackers have been declared (the active player would effectively have skipped their combat at that point, since it's too late to attack with any of their own creatures), but it seems like the cleanest way to handle the issue.
