Situation: 3-player game, one opponent has a single land untapped, Temple of the False God, and not enough lands for it to be active. The other opponent has a number of lands untapped. I control Melek, Izzet Paragon, and cast Drain Power off the top of my library, one copy targeting each opponent.
We weren't certain whether I could get any mana from the Temple player. We played as though I couldn't, which I'm pretty sure is correct, I just wanted to confirm.
The ability of Temple cannot be activated, Power Drain can't change that. If none of the tapped lands can be activated for mana either, then Power Drain will only give you all unspent mana from that player's mana pool, without any 'help' from his or her lands.

This seems to fall into the realm of "can't vs can". Mana Short says to activate the ability but the ability itself says "no". I don't think there is anything specific in the CR that details this specific interaction but it would appear that your interpretation is correct and no mana is gained.
