I assume "will it work" means "will the activated ability set an opponent's life total to zero if the Tree of Perdition is the target of Tragic Slip." In that case, no. Tree of Perdition's ability involves an "exchange", and this action has to have two components available. If the Tree is not on the battlefield when the ability resolves, no exchange can take place.

Yes, it would work as you want. When Tree of Perdition's activated ability resolves with a legal target, it checks for Tree of Perdition's last known toughness (which will generally be 0 in your scenario), and you will exchange the targeted opponent's life total with that number.

Not with 0 toughness. State-based actions are checked whenever a player would gain priority. In other words, there's no way at all to have one spell or ability resolve, have a creature's toughness go to 0 as a result, and have that creature STILL be on the battlefield long enough to see ANY other spells or abilities resolve, with the single exception being in silver-border land with Rules Lawyer.

No. In order to complete the exchange, the Tree has to be on the field and has to be a creature (becasue only those have power/toughness). But a creature with 0 or less toughness goes to the graveyard as a state based action, so it won't be around long enough to have another spell/ability exchange the toughness with your opponent's life total, since state based actions are checked before a player gets priority, and the active player gets priority after Tragic Slip resolved.

It IS the case, according to the Eldritch Moon release notes and the Gatherer rulings no less, so if someone (like you) who does know these rules very well can get confused, then the rule is too ambiguous.
It's no different from exchanging control of a permanent that's deceased. The last-known information of that permanent includes the controller, so it is possible to define the controller of the deceased permanent. However, the control of that permanent still doesn't exist. The permanent doesn't exist, so control of that permanent doesn't exist, and its toughness doesn't exist, so it can't be given to anyone, nor set to anything.
Last Known Information is not specified to be relevant in situations where all you know is that an object is not in the expected place. Last Known Information is used when you need information from an object not in the expected place (or a player who isn't in the game). It has never been defined to receive an action like a proxy of the absent object.
