Except is construct actually on the stack if sacrificing the artifact is simply a cost of using proliferate, and you have to pay a cost of an ability before you can use an ability?

You activate the ability of Throne of Geth which puts the ability on the stack and then costs are paid. When costs are paid the construct is sacrificed which causes its ability to trigger. The throne ability is already on the stack so the constructs ability is put above it to resolve first.

What you need to know here is when exactly abilities are placed on the stack. The process of activating an ability has you actually place it on the stack before you pay its costs (if you don't pay its costs and don't finish the legal activation process, it will be removed from the stack and never be considered to have been activated, but placing it on the stack is still the first step of a legal activation). But even if it didn't work that way, the Construct's triggered ability would be put on the stack second, because triggered abilities cannot be put on the stack during the process of casting, activating or resolving something; they trigger, but they wait until after the process is complete to go on the stack. For this reason, triggered abilities that trigger from casting a spell or activating an ability always go on the stack after said spell and ability and they resolve before it.
