1. If my opponent has a Leyline of Sanctity in play.. then on my turn I cast Oath of Liliana. Would my opponent need to sacrifice a creature? I think opponent would need to sac a creature because the oath does not say "target player".

Yes, exactly. In case you run into an argument:
114.10a Just because an object or player is being affected by a spell or ability doesn’t make that
object or player a target of that spell or ability. Unless that object or player is identified by the
word “target” in the text of that spell or ability, or the rule for that keyword ability, it’s not a
target.
Yes, when that enters the battlefield transformed (not "flipped"), the ability will trigger.
711.8. A double-faced card enters the battlefield with its front face up by default. If a spell or ability
puts it onto the battlefield “transformed,” it enters the battlefield with its back face up.

Why bother with mere rulings when so many answers can be found in the Rules?

2. Would oath of liliana produce a zombie token at the next end step.. If I manage to flip a Nissa, Vastwood Seer into a Nissa, Sage Animist?

2) Yes, Nissa is exiled and returns to the battlefield AS a planeswalker.
