If I have a Willbreaker and a Giant Growth, and my opponent has a PHantom Beast.
I target the beast on their turn, both abilities trigger, willbreaker's resolves first, does the sacrifice ability fizzle because the controller has changed?
The sacrifice ability will fail. Your opponent controls the sacrifice ability, but because a player can never sacrifice a permanent they do not control they cannot sacrifice the Phantom Beast.

If an effect puts two or more objects on the stack at the same time, those controlled by the active player are put on lowest, followed by each other player's objects in APNAP order (see rule 101.4). If a player controls more than one of these objects, that player chooses their relative order on the stack.

If it's the turn of the controller of the Beast, then it plays out as genini2 posted.
But if it's the Willbreaker's turn, then the Beast will sac itself before Willbreaker can snag it.
