I looked for a thread for this (and Morphling and Thornling, for that matter), and I couldn't find the answer.
What I'm wondering is whether the last ability of Brightling can be activated as a -1/+1 when its power is at or less than zero (and thus, potentially raise its toughness beyond 6 without any additional outside buffs). My gut tells me "yes" based on other related rules interactions, but I wanted to get some input from others to make sure.
There are no boundaries for power and toughness neither up nor down. If you activate Brightling's ability enough times to bring its power to 0 and then further down, then the actual power of the creature is that negative value, but for most purposes, it is treated as 0. This is the reason, why the state based actions are phrased as putting a creature with 0 or less toughness into the graveyard, not just with 0 toughness. Because toughness can be negative. And the same goes for power.
You're allowed to activate the ability because you can pay , you have priority, you control Brightling, and there is no permission denying you the activation of abilities of creatures like Brightling.
As the ability resolves, Brightling's toughness power lowers by 1, but is measured to be 0 for many common purposes. Later effects upon Brightling's power will use the real value of -1, if it would change further.
