After the last card has resolved on the stack, can you add to the stack?
Sure.
After any spell or ability on the stack resolves (be it the last one or not), the active player gains priority again and can add more spells or abilities to the stack.
The current game step or phase ends up only if all players pass after the stack becomes empty.
I guess my thought process was more towards instant speed.
If it is my opponents turn, the last ability on the previous stack resolves, do I have a chance to add my instant spell to the stack before they can cast something at sorcery speed?

No.
As the active player, your opponent gains priority first after any object on the stack resolves (be it was the last object on the stack or not).
If it is a Main Phase and the stack became empty, they can cast a "sorcery-speed" spell, and you will then have to cast your instant in response to it, or let it resolve and see if the opponent will cast something else again or just pass.
