My opponent has Destined/Lead in his graveyard and uses the Lead half before he declares combat, targeting his Drover of the Mighty. He goes to combat and delcares attackers, swinging with everything he's got. I have Whisper, Blood Liturgist and six 1/1 saproling tokens. If I had used his ability to bring back a creature from the graveyard to the battlefield, would that creature be affected by Lead?
The effect of Lead is continuous, and not one that changes the characteristics of any objects. Because of that second point, we know that the things it affects is not locked in. Rather, Lead creates an effect that changes the rules of the game, and is interpreted whenever something would otherwise happen, to determine how a different permission or behaviour applies to that happening.
Specifically, it is a blocking requirement. When declaring blockers this turn, you must block the Drover with each creature - whatever creatures you have at the time you block.
