So I know Muldrotha, the Gravetide only lets you play one of each permanent from the graveyard, but if I were to play an artifact land like Darksteel Citadel and declare it as my artifact for the turn could I potentially play a 2nd land?

* You must follow the normal timing permissions and restrictions of the cards you play from your graveyard. For example, you can’t use Muldrotha to play an additional land, or to cast a planeswalker during your end step.

Why bother with mere rulings when so many answers can be found in the Rules?

Although an artifact land can only be played as a land and never cast, you could still play it choosing to use the permission to play an artifact card, and another land both from your graveyard in the same turn IF you had an effect in place that specifically gives you additional land plays, such as Exploration. By itself, Muldrotha doesn't get around this rule:
305.2b. A player can't play a land, for any reason, if the number of lands the player can play this turn is equal to or less than the number of lands he or she has already played this turn. Ignore any part of an effect that instructs a player to do so.
I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.
