No. You are activating the mana ability of the Cataracts, which is not an instant or sorcery spell, so you cannot spend Jaya's mana on it.

Thanks. I'm aware Jaya's ability isn't a mana ability. I merely meant her ability that adds mana, as opposed to the other ones. I probably should have just said her first ability, or her add three red mana ability. I am aware what an actual "mana ability" means. Thanks for the input!
