If I have a Panharmonicon on the battlefield and play Bishop of Binding, do I get to exile TWO creatures? And if so does target creature get +'s for BOTH creatures?
When Bishop of Binding enters the battlefield under your control, its first ability will trigger an additional time for each Panharmonicon you control (C.R. 101.1; Panharmonicon's effect overrides C.R. 603.2c in part). For each such ability you put on the stack, you can target a different creature an opponent controls (C.R. 603.3, 603.3d, 601.2c). (Note that Panharmonicon won't make Bishop of Binding's second ability trigger more than once, since the trigger event doesn't involve a creature or artifact entering the battlefield.)
However, "the exiled card" in Bishop of Binding's second ability will refer to each card exiled with Bishop of Binding, and the total power of all such cards will be used (C.R. 607.3, 607.2a).
This is what I found on the rulings of Panharmonicon but it seems like they contradict...
In some cases involving linked abilities, an ability requires information about “the exiled card.” When this happens, the ability gets multiple answers. If these answers are being used to determine the value of a variable, the sum is used. For example, if Elite Arcanist’s enters-the-battlefield ability triggers twice, two cards are exiled. The value of X in the activation cost of Elite Arcanist’s other ability is the sum of the two cards’ converted mana costs. As the ability resolves, you create copies of both cards and can cast none, one, or both of the copies in any order.
Abilities that apply “as [this creature] enters the battlefield,” such as choosing a creature to copy with Clone, are unaffected.

Those rulings don't contradict here. The first ruling explains how Bishop of Binding's second ability behaves if multiple cards are exiled with Bishop of Binding (see also C.R. 607.3). The second ruling applies to abilities that say "As [this creature] enters the battlefield ...", which expresses a replacement effect and not a triggered ability like Bishop of Binding's first ability (which says "When Bishop of Binding enters the battlefield ...") (compare C.R. 614.1c with C.R. 603.1). (But note that Clone now says "You may have Clone enter the battlefield..." [compare Clone's Ninth Edition printing with its Oracle text; C.R. 108.1, 614.12; see also C.R. 614.1c]).
