If I Mind Bend my opponent's Celestial Dawn, replacing Plains with Forest or replacing White with Green, would that make it so they can't cast colored spells?
If you replace white with green, then Celestial Dawn's reference to white mana will be for green mana, and then that player will only be able to spend nongreen mana "only as though it were colorless mana." Since Celestial Dawn will also make all their lands Plains, which will have no abilities other than
: Add , it will become impossible for that player to pay the colored costs of colored spells with lands alone. The same difficulty is true, if the land type is changed but not the color word.
There may exist countless ways to cast spells without lands.

Changing the text of Celestial Dawn from "Plains" or "white" to another land type or color, respectively, won't directly change what spells its controller can cast.
For example—
by changing "Plains" to "Forests", all lands controlled by Celestial Dawn's controller (C.R. 109.5) will be Forests, and
by changing "white" to "green", among other things, certain spells, permanents, and cards will be green, and Celestial Dawn's controller (C.R. 109.5) can spend nongreen mana only as though it were colorless mana,
but neither text change alone will keep Celestial Dawn's controller—
from adding white mana, green mana, or any other kind of mana, for example, by tapping a nonland permanent for W or G if that permanent allows it (in this sense, compare Celestial Dawn with False Dawn, in their Oracle texts [C.R. 108.1]), or
from casting a colored spell "without paying its mana cost" if an effect allows it.
Yes, but only if your opponent doesn't have the right nonland mana sources. If you makes your opponent's lands into forests, white producing mana rocks and dorks can still be used to pay costs. If you change the color to green, then green producing mana rocks and dorks can still be used to pay costs. Chromatic Lantern cancels the bended Celestial Dawn out entirely.
If your opponent can't produce the right mana without lands, then he/she will not be able to produce the type of colored mana required to pay for colored mana symbols.
