Say I have 2 Bomat Courier in play, one with three cards exiled and one with two, no cards in hand. Can I sac one then in response sac the other to end up with five cards in hand? I think so, given the discard is part of the activation cost and not the ability, but I want to make sure before I use them in this way.

Yes, here's the detailed sequence (assuming for the sake of definiteness that you do this during your post-combat main phase, and I'll call them BC3 and BC2).
Your post-combat main phase begins.
You get priority and activate the "R, Discard your hand, Sacrifice BC3: Put all cards exiled with BC3 into their owners' hands." ability of BC3. You pay the cost by spending R obtained in an unspecified way, discarding your (empty) hand, and sacrificing BC3.
You get priority and activate the "R, Discard your hand, Sacrifice BC2: Put all cards exiled with BC2 into their owners' hands." ability of BC2. You pay the cost by spending R obtained in an unspecified way, discarding your (still empty) hand, and sacrificing BC2.
You get priority and pass.
Opponent gets priority and passes.
The top object on the stack (the ability activated in step 3) resolves. You put both cards exiled with BC2 into your hand.
You get priority and pass.
Opponent gets priority and passes.
The top object on the stack (the ability activated in step 2) resolves. You put all three cards exiled with BC3 into your hand. The two cards already in your hand stay there; they have no reason to leave.
