In this particular case, at the beginning of each upkeep, Braids's ability triggers, and that can be countered via a Stifle or other effect that counters a triggered ability. However, the card being put on the battlefield itself can't be targeted by an effect to counter it because it's never on the stack.

Or in other word, can it be countered with a counterspell?
