It does not, since planar guide's effects take place after the cost is paid. Therefore, planar guide itself is not among those that are exiled, so it will not return to the battlefield.

I am not sure why you would presume this is where the cause of confusion lies. Nowhere in the text of this ability does it mention anything about the graveyard and nowhere in OP's question was there a mention of the graveyard.
To expand on this answer:
The phrase "return those creatures..." refers to the ones exiled with its ability ("..all creatures"). Since Planar Guide is exiled as part of its cost, it is not actually on the battlefield when its own ability resolves. This means it is not in the set of "all creatures" so it won't be returned.
