Example 2:
Daughter 1 plays Mother of Runes. Daughter 2 has no untapped lands, so the turn ends. Now it's daughter 2's turn. She untaps her land and Lightning Bolts the Mother of Runes. Can Mother of Runes tap at this point because it's not the turn she came into play? Or does she have to begin one of her controller's turns after being summoned before she can tap?

A creature can only attack or use abilities that have the "tap" symbol in its cost if it has been under its controller's control since the beginning of their most recent turn. Since Daughter 1 has not controlled Mother of Runes continuously since the beginning of her last turn, she is not able to tap it to pay the cost of her ability.
She will get that opportunity during her next turn (if it weren't destroyed byu a Lightning Bolt that is).
Here is the rule:
107.5. The tap symbol is T. The tap symbol in an activation cost means “Tap this permanent.” A permanent that’s already tapped can’t be tapped again to pay the cost. A creature’s activated ability with the tap symbol in its activation cost can’t be activated unless the creature has been under its controller’s control continuously since his or her most recent turn began. See rule 302.6.
Just to make sure I have it straight, in practice, if Daughter 1 plays Mother of Runes, daughter 2 has the remainder of that turn to use an instant, and then her own turn to target the Mother of Runes before Mother of Runes can tap. Once daughter 1's next turn starts, Mother of Runes can tap, correct?

Just to make sure I have it straight, in practice, if Daughter 1 plays Mother of Runes, daughter 2 has the remainder of that turn to use an instant, and then her own turn to target the Mother of Runes before Mother of Runes can tap. Once daughter 1's next turn starts, Mother of Runes can tap, correct?
Correct. A creature you control stops being affected by the 'summoning sickness' rule when you begin a turn of yours with it under your control. That's true no matter how long you've controlled the creature before that, you can cast a creature with flash at the end step of your opponent's turn, and it stops being affected as soon as you begin your turn.

the question is, how soon can Mother of Runes tap to protect herself? (or another creature)
Example 1:
Daughter 1 plays Mother of Runes and daughter 2 instantly Lightning Bolts the Mother of Runes. In this instance, Mother of Runes can not protect herself because she can't tap on the turn she comes into play, correct?
Example 2:
Daughter 1 plays Mother of Runes. Daughter 2 has no untapped lands, so the turn ends. Now it's daughter 2's turn. She untaps her land and Lightning Bolts the Mother of Runes.
