That's correct, there's a rule that clarifies that specifically :
506.6f. If a spell states that it may be cast "only during combat after blockers are declared," but the declare blockers step is skipped that combat phase (see rule 508.5), then the spell may not be cast during that combat phase.

You don't respond to a step, you cast spells during a step (after the turn-based actions of that step, like say declaring attackers, have been dealt with). But ya, you can cast Panic during the Beginning of combat step, or the Declare attackers step even if no attackers are declared.
