I had a quick question about casting a card from exile.
Say I have out Chandra, Pyromaster. I use her 0 ability and the top card of my library is Force of Will. I have a blue card in my hand. Would I be able to cast Force of Will for it's alternate cost from exile instead of paying its mana cost? Since the card is in exile, and I'm able to cast it, I should still be able to pay any alternate costs, right? Just wanted to look into it. Any rulings on this would be most helpful. Thank you.
Yes. Chanda's ability gives you permission to cast the card from a zone other than the hand (exile), but it doesn't impose any alternative costs on that. So you're free to choose and pay an alternative cost if applicable. You have to follow all normal timing rules for the card.
In general, the card you exile using Chandra's second ability could also be "played" if it's a land card and it's your turn (among other requirements) (C.R. 115.2a, 305.2b; Chandra's second ability is not limited to nonland cards), but the effect that allows you to play the card lasts "this turn", making it a continuous effect which doesn't let you play a card right when it's created (C.R. 611.2a); therefore in general, you may play that card only any time you could normally play a card of its type (C.R. 116.1a for spells; C.R. 115.2a, 305.2 for lands). Since Force of Will is an instant, you may cast that card, in normal cases, only any time you have priority (C.R. 115.2a), which isn't a moment that happens while Chandra's second ability resolves (C.R. 608.2f).
Compare Chandra's second ability with her third ability, which allows you to cast a spell during the resolution of Chandra's third ability, which is a moment that spells can't normally be cast (C.R. 608.2f); casting a spell this way is a one-shot effect (C.R. 610.1).
Both abilities also differ in that the second ability doesn't impose an alternative cost (such as "without paying its mana cost") (C.R. 117.9) while the third ability does. But cards cast using the third ability can't use any other alternative cost (such as flashback [C.R. 702.33a]) (C.R. 117.9a).
