1) Cast Spelltwine targeting spell A in my graveyard and spell B in opponent's graveyard.
2) Rashmi, Eternities Crafter triggers.
3) In response to Rashmi, I cast Reclaim to put spell A on top of my library.
4) Reclaim resolves
5) Rashmi resolves, casts spell A
6) Spell A resolves and enters graveyard
7) Spelltwine resolves, casts A and B
This assumes Spell A is 0 or 1(I misread the mana cost) 5 CMC or less. If not, you can't cast it of Rashmi. If so, it is still not quite right.
Steps 1-6 are fine. However, Spell A in the graveyard is a different object (even though it is the same card) than the one that was initially targeted. So, Spell A goes to the graveyard but Spelltwine will not exile it and instead will just exile your opponent's card and cast a copy of only that card.
EDIT: Here is the rule for this. Note that none of the exceptions apply to this situation:
400.7. An object that moves from one zone to another becomes a new object with no memory of, or relation to, its previous existence. There are eight exceptions to this rule:
That won't work, no. Spell A leaving the graveyard makes it a new object that Spelltwine cannot track. Despite the fact that it returned in your graveyard, it's not considered the same object that Spelltwine targeted, so it won't exile it. You will only be able to copy the card targeted in your opponent's graveyard.

I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.
That's not entirely correct. Once card A (not: spell A -- since spells exist only on the stack [C.R. 111.1]) leaves your graveyard, Spelltwine loses track of it. Even if that card returns to your graveyard (for example, after you cast the card with Rashmi, which you may not always be able to do in your scenario, and the spell cast this way resolves), Spelltwine won't target it again, since it will be a different object from the card that left as far as the game is concerned (C.R. 400.7). However, Spelltwine still has a legal target -- card B (not: spell B) -- so once Spelltwine resolves, card B will still be exiled and copied and you will still cast that copy if able, and Spelltwine will still be exiled (C.R. 608.2b; see also C.R. 101.3, 609.3).
This assumes Spell A is 0 or 1 CMC. If not, you can't cast it of Rashmi.
If Spelltwine is the first spell cast, wouldn't that trigger Rashmi to cast a 5cc or below spell?
Correct. If you try to Murder a Grizzly Bear and they blink it with Restoration Angel then the Murder will just be countered on resolution for lack of a target.
It would use Spelltwine's CMC as it is the triggering spell. I imagine the original poster just misspoke.

Yeah. That was stupid of me. For some reason I read Spelltwine as UU instead of 5U (which would of course make it broken). Thanks for the catch. I will edit my answer to reflect this.
As to your request for clarification, yes, it is similar to dodging removal using blink.
I see, so the rule is the same with dodging removal with a blink, then?
C.R. 400.7 applies in general to cases in which an object (such as a card) moves from one zone to other zones and back to the first zone, for example, battlefield-to-exile-to-battlefield, battlefield-to-graveyard-to-battlefield, or as shown in comment 1, graveyard-to-library-to-stack-to-graveyard (if possible).

4) Reclaim resolves
5) Rashmi resolves, casts spell A
6) Spell A resolves and enters graveyard
7) Spelltwine resolves, casts A and B
Does this seem right?
