The abilities of creatures 1-6 have already triggered, but they have not been placed on the stack yet. They will not become copies of creature 7 until the "When Infinite Reflection enters the battlefield attached to a creature, each other nontoken creature you control becomes a copy of that creature." ability resolves. Note that this ability will not even go on the stack until after Primal Surge finishes resolving.
603.2. Whenever a game event or game state matches a triggered ability’s trigger event, that ability
automatically triggers. The ability doesn’t do anything at this point.
603.3. Once an ability has triggered, its controller puts it on the stack as an object that’s not a card the
next time a player would receive priority. See rule 116, “Timing and Priority.” The ability becomes
the topmost object on the stack. It has the text of the ability that created it, and no other
characteristics. It remains on the stack until it’s countered, it resolves, a rule causes it to be removed
from the stack, or an effect moves it elsewhere.
Note that creature 8 will be affected by the "Nontoken creatures you control enter the battlefield as a copy of enchanted creature." static ability.
604.2. Static abilities create continuous effects, some of which are prevention effects or replacement
effects. These effects are active as long as the permanent with the ability remains on the battlefield
and has the ability, or as long as the object with the ability remains in the appropriate zone, as
described in rule 112.6.

Why bother with mere rulings when so many answers can be found in the Rules?
Primal Surge has the permanents enter one at a time. Triggered abilities that trigger during this process are only put on the stack after the Surge is done resolving, but some other things can happen during the process, like in this case, attaching an aura to a permanent as it enters the battlefield. If you choose to put Infinite Reflection on the battlefield, you need to attach it right then; note that it can be on a creature that you put on the battlefield earlier in the process of resolving Surge. Once Reflection is on the battlefield, creatures you put on the battlefield while continuing to resolve Surge enter as a copy of the enchanted creature, and their own abilities thus won't trigger, but the creatures put before Reflection have had their enter-the-battlefield abilities trigger already, and those abilities will get put on the stack after Surge has finished resolving, along with Reflection's triggered ability, that will make every nontoken creature you control a copy of enchanted creature after all is said and done.

You choose what Infinite Reflection enchants as soon as you put it onto the battlefield (before revealing further cards) (C.R. 303.4f). In general, any further cards you put onto the battlefield with Primal Surge will enter as a copy of whatever Infinite Reflection is enchanting, provided they would otherwise be creatures upon entering the battlefield. If they do, among other things, any printed triggered abilities they may have will be overwritten by the enchanted creature's copiable triggered abilities (C.R. 706.3) (meaning their own enters-the-battlefield abilities generally won't trigger unless the enchanted creature has its own enters-the-battlefield abilities [C.R. 611.3c]).
After Primal Surge finishes resolving, any triggered abilities that triggered (including Infinite Reflection's) will be put onto the stack (C.R. 117.3b, 603.3).
So this would mean I DO have to pick a target to enchant as it's revealed? Such as, say Primal Surge puts out 40 cards onto the battlefield, if Infinite Reflection is card 12, I can't use it to enchant, say, card 27?

Yes, you do need to choose something to enchant as Reflection is revealed, and you put it on the battlefield attached to that right then (note that this process doesn't target, so you can choose something with Shroud). So cards 1-11 are eligible, but not anything that would come after, and everything that comes after enters as a copy of what you enchanted.
