There used to be a time, after the early mistakes of Alpha, when MtG had a healthier design philosophy, where Commons were basic effects that could go into any deck (Lightning Bolt, Gush, Wild Mongrel) while Rares were more specialized, and might need a deck built around them or unique situations/metas to shine.
As opposed to Commons being worthless chaff, and Rares being the cards that are actually Constructed playable.
I'm guessing it's because Wizards wanted it to exist for constructed, and it was not useful in limited. Commons and uncommons are mainly designed for limited, as they're the cards you see the most in it.
