I say it's Break Open. Now here's a card that NEVER does ANYTHING. EVER. Ofcours you can be wiseasses and say that it can kill that annoying Blistering Firecat. I say no; it's way way WAY to situational. I wouldn't play it even if I know my opponent plays 4xCats.
In some way or another on in one level or another, all the cards in magic can DO something. Minoric as it may be, it's atleast SOMETHING. Break Opne, on the other hand, does nothing. Absolutly nothing
One With Nothing can be good as a graveyard ditcher, but even then there's better cards for that (see Cabal Therapy). I agree with Kroen and say Break Open. Why, at the very, VERY least, can't it have cycling?
Sure, stuff like Snapping Drake and Goblin Piker are for limited. But Null isn't even playable against a 5 year old whose hand consists of a 6 of Clubs, Blue-Eyes White Dragon, Chimney Imp, and a very large cumquat.
Most every other card out there (Sorrow's Path and One With Nothing included) can and have had crazy theme decks built around them. Great Wall? Not so much...

Great Wall isn't the worst ever, because it actually does something. Hoses Plainswalk. If you want to hose Plainswalk, you would use Great Wall, so it really isn't that unbelievably bad.
No, the worst ever is Pale Moon. Here is a card that was designed to hose non-basic lands, and completely failed in its mission while simultaneously falling on its ass and spilling tomato soup all over its brand new white docker pants. Even against a deck loaded with only non-basics, the card isn't remotely useful. Sorrow's Path and One With Nothing could have weird tricks to them in a bizarre deck, but Pale Moon will never be useful.

You could put it on a Stick in a very bad attempt to hose non-basics
Any sort of weird "tricks" from One with Nothing and Sorrow's Path are inevitably a huge waste of time and probably on par with Pale Moon on a stick. The "best" ones probably include Isochron Scepter, Donate, and Mindslaver ("I make you discard your hand which is already empty!" - frigging Wit's End is better).
Wood Elemental perhaps? There's also Blood Funnel, and Rally the Horde. The one's mentioned are good (and by good I mean bad) as well. And I've tried a deck based around Rally the Horde, trust me, it is utterly a useless card. You're lucky if you get two tokens for the six mana you paid. There is also everyone's favorite, Evermind. It will interesting to see how this one turns out, I'm sure that there are some older cards that were pretty terrible.

When we had the initial debate, Great Wall won. Part of this was the fact that Sorrow's Path lost "S" to the blue "bands with other Legends" land, but Break Open is usable on the opponents Willbenders or Blistering Firecats considering that I see people use those cards, Break Open is more useable than either Great Wall or Sorrow's Path.

Chimney Imp is just overcosted. Great Wall could cost 0 and still nobody would play it. One with Nothing would have to *add* mana to your mana pool for it to be played (though I guess then it turns into Lion's Eye Diamond)...

But I think that Chimney Imp takes the cake. There is no way whatsoever that it is explainable.
Here's a card that prevents a land drop...
And has an ability that spends a lot of time saying T: do nothing useful.
