Impulse was a very good card, and I don't remember it being printed in Ravinca... So how does Telling Time being worse than Impulse eliminate it from being the best blue card in the set?
Anyways, the only cards you can even consider are Telling Time and Remand. Remand is too situational to get my vote. Sometimes the insignificant amount of tempo it gains you isn't worth the 2 mana
how is remand situational? it would most likly slow them down for a turn and if you play it on a turn where they tap out for it and dont lay a land, its essintally the same thing as a time walk

Telling Time gets the nod over Remand, 6-4 (the other votes were negligible). Now let's do the best black card. I say it's Dark Confidant. It's card advantage for aggro decks.
I'm gonna have to agree with Dark Confidant. Aggro creature + Card advantage all wrapepd into one package.

Forgetting Nightmare Void? That's the black card I hear/see the most of. Recurring choosy discard? It's a tad expensive, but it messes with combo decks (which plague my area) like nobody's business. So that's my vote.

I vote for Vigor Mortis since its technically black, but if it feels a little too multicolored for this poll, I go with Darkblast as a strong second choice
I think that last gasp should be chosen as the best black card in ravnica. It is removal (more in flavour with black), very powerful in every format (from limited, to T2, probably block, it is even seeing a little play in extended), it is cheap and an instant.

Don't know what more you can ask of a card.
1. Flavor doesn't matter in a power-level poll.
2. Last Gasp isn't any good in older formats like Legacy, and probably not even extended, see one of the recent articles.

In spite of the best efforts to rally around another card, Dark Confidant wins in a landslide. Now we go to the best red card in the set. I'm going with Char for this one, partly because it's a good burn spell, partly because there's little else to choose from.
Damn, I missed the best black. Oh, well. For red, I pick Hunted Dragon. Sure your opponent gets three creatures, but they can't block the Dragon. Also, you're playing red, home of direct damage.

But what if they're playing G/B, home of one of the best removal spells ever.

I'm gonna vote for Flame Fusillade as the best red card in Ravnica. Sure, Char is efficient burn...but so is Lightning Bolt, Chain Lightning, Incinerate, and many others. There are plenty of burn spells for Char to compete with...in fact, in Legacy, most Burn deck builds can't find the room for Char, preferring Fireblast instead. Fusillade does something that no other card before does, forming a quite potent combo with Time Vault.

If evolution is outlawed, then only outlaws will evolve.
this one is tough, as red is even worse than blue in this set ... eh, I'll go with Flame Fusillade too. Char is good, but nothing new. Outside of Standard it's rather mediocre.
While flame fussilade is an interesting card its not amazing on powerlevel.. I really would have to go with char as the most powerfull red card at the moment

Yeah, good point about Telling Time. Now that I think about it, it might win purely on how awesome the art is
