The most logical conclusion is that they cards are altered. This article from 2002 details one method of creating such alters that sellers used to sucker people out of their money for thinking the cards were printed with white borders. It's possible that enough time passed that the people who made these alters are counting on players not remembering it. Research on misprints doesn't reveal anything white border-related, either.

in the last month i've seen a couple of examples of white bordered cards for sets which (as far as i'm aware) never saw a white bordered print.
ancient stirrings, in japanese, in white border was the most notable.
any ideas? they look lovely, and also look like it's a genuine print rather than an alter. I'm guessing some sort of mistake?
