Can you provide a photo of the back and/or a higher resolution scan which shows the printing pattern?
I'm no grading expert, and I only have a white border to compare to, but a couple things seem off to me.
At a quick glance, the card looks like it's never been played, which would be highly unlikely and unexpected for what was such an obviously overpowered card even back then. Has it been sitting in a box or binder since the moment it was first acquired? If so, why would that be? Did you not play blue in "Type 1" back then? Do you not even remember if you traded for this, got it in a large bulk lot, or opened it in a pack way back when? Somehow I feel like the great majority of Magic players and collectors would remember pulling a power 9 card or finding it at a local garage sale (since you wouldn't have gotten it online back then). I happen to remember where the great majority of my higher (and even some lower) value rares came from; whether they were opened, bought from vendors, found in lots, or traded for (and I often even remember exactly what I traded away or sold cards at at the time I traded into others despite many trades done over the years). Admittedly though, I'm nostalgic about those moments (especially when I traded up) and have an eidetic memory for certain things.
Do you have other beta cards that are also miscut? This card doesn't look centered and has a longer bottom border than it should, so presumably, if you opened it in a pack, you should have at least some other cards in the same box or binder you found this in with border issues as well. If you have none, and don't remember trading into this specific individual card or finding it in a lot, then I would say that's a red flag. Dredge up the past, delve deep into your memory using hypnagogic regression, and perhaps you can figure it out.
Have you weighed the card on a digital scale, done a light test yet, or compared the thickness to other beta cards in your collection? Back in the day, some people (fools in my opinion) would "reback" cards by peeling off the top layer of collector edition cards to glue them on top of other cards. If that's the case, it's worthless. Similarly, some weirdos would take black sharpies to color the borders of unlimited (or revised) cards to have them masquerade as betas, which would also make it damaged and much less valuable, but likely still tournament legal (assuming you can even find a vintage event, the top edge didn't look marked, and the head judge allowed it)
If you just "found" YOUR old cards, wouldn't you know it was real?
A lot of cons and grifters try this tactic on the site. Don't be surprised if you are answered by suspicion. Take it to an in person LGS owner and let them inspect it. I think I already know the answer.
