Imagine you can run Black Lotus and Timetwister as four-ofs in Legacy. The only catch is that you have to pitch the Lotus before casting the Timetwister, and even then there's a few ways around that. Also, you can tutor for Timetwister for B.
That's basically what Echo of Eons and Lion's Eye Diamond are. The former sits around five bux. I'm obviously missing something as to why this hasn't replaced ANT or at least been maindecked somewhere in Legacy.
If it would only give yourself new cards it would be amazing.
But providing the opponent with cards is not really a save way to archive a storm victory, especially in formats that run a bunch of free counterspells like Force of Will and Force of Negation, combined with graveyard hate to get around.
Its not a bad card that can easily become a Timetwister for EDH/commander , but Timetwister is still legal and lots of other 3 mana draw-7 variations are simply more reliable to cast , like Wheel of Fortune, Windfall, Time Spiral

I think some TES decks run a 1-of Echo in the sideboard.
