It may be rare, but at least one store has been found to have done it. They even opened and resealed the booster packs after replacing all the good cards. I would like the people who are in charge to trace the store and look into this. This video shows the pre-release pack number, which can be traced to the store if it is looked into by people in charge of sales.

I would imagine it'd be difficult to "pull product" considering how many distributors there are out there. However, I imagine losing your WPN status definitely makes it hard to get the good/current goodies and access to the matchmaking software that enticed players into the store in the first place.

As for defrauding customers, can WOTC even get involved in that way? What about those $1 re-packs that appear at Dollar Tree. No one in their right mind can pretend you'll get anything more than a 20 cent jank bulk uncommon out of them. Or those silly "bundle" boxes at Wal-Mart. Both of these operate on the premise the consumer "might" get something decent at odds astronomically worse than Wizards own products.

It could look shady from a cursory glance but he’s totally on the up and up. I have a feeling that this is quite common in smaller locales.

Really? I thought the stores were given product based on tiers. So much product for so many players. But I guess that would make sense if tier X consists of wide range on the player count. If you're at the lower end of the spectrum, you're going to get the amount of product suitable for a store with a player count in the upper end of spectrum due to both stores being on the same tier.
I wonder if the new WPN scale is intended to alleviate that?

There’s a lot of variance, and from what he told me is that WOTC tries to send him product to match his higher numbers. In the past they would only send him product to match his lower numbers and that had an adverse affect on his business. Imagine showing up for an event only to be told there’s not enough to go around because WOTC is stingy. At one big pre-release he had to turn away over ten people because of this. People who drove from other near by towns. This doesn’t go over well so WOTC changed their position. According to the owner this is a huge issue in small issolated town with irregular attendance.
