I have been playing magic for about a year but only causally.
the 2 cheapest competitive Standard decks atm are mono blue tempo and mono red frenzy. Both can be had for under $100. In terms of advice, Id suggest going up to you local LGS for an FNM and just spend the night watching everyone else play. You'll learn quite a bit.
Decepticon had some good suggestions. I would just add thay maybe you would like to try MTG Arena. Its fun and pretty easy to get started, and it will enable you to play a lot more than once or twice a week at the store.
I found that a way I was able to get a better collection/ get my hands on standard staples soon after release was drafting. Drafting is a fun experience and helps you get staples in a new set after release. Prereleases help too if within your budget
