Do you still have cards/decks from that time? Or do you have to start from scratch?
Taking part in the prerelease, and maybe some drafts with the set, will make you more familiar with the cards and puts you on more equal footing with other players. Plus, you get more cards from the set to start building decks.
You should also get familiar with the more important rules changes since Tarkir block, like all planeswalkers now being legendary and subject to the legend rule, with the planeswalker uniqueness rule having been abolished. There should be articles out there discussing the changes with each set since Khans. Look on the Wizards products site to find a list of all the sets (and probaly those articles) since then.
I have some of the cards from that time, my best deck being a U/W/R Jeskai Control deck that at the time was probably worth around $150.
So no, nothing legal in standard at least.
It depends on your play-style and what you are used to. If you play standard and need something put together quickly to get some packs at your locals, Oketra's monument and Rhonas's monument decks can net some quick victories. Can't link lists since I'm on a phone.

Seriously, buy the commander decks, the older ones if your store still has them.
Its simply so much better than booster packs.
And play draft in your FNM if you can, so you pretty much get the full bang of your bucks.
Building constructed decks is the last thing i would recommend to a new player, as its just frustrating to play with budget decks, unless you are really into that kind of stuff.
im not a new player. Just returning after a few years. I think ill put together a standard deck with the release of GOR, for now ill just play arena and FNM dfafts

I see a lot of people recommending buying those Commander decks for returning to the game or for new players. Are these legal in Standard? I just switched from Yugioh to Magic this past week, and have been wondering what to pick up to get started in Standard competitive play. For Yugioh it was basically figure out a deck list you wanted to play and buy singles, but these Commander decks seem to have a lot of hype to them!
