I have been a casual Magic player for a few years. I wasn't playing very often. Now I am interested in investing more time to play the game. Where should I start with building a White Mono deck? I want something very basic as I am not an advance or experienced player.
Mono white can be fairly easy to build, especially if you stay play soldiers and some copies of protection or removal. It's typically called White Weenie.
White weenie is a good go to (classic archetype) and they have continued to print great stuff for it over the years. As TBuzzsaw suggests above, soldiers can kick some serious butt. Super straight forward creature based deck with a plethora of creature abilities to choose from. In white you have access to many cards that hate on your opponents stuff whatever it may be. Good old Armageddon is a great play after you dump all your cheap guys out if casual or old formats is your game. Plenty of decks online to look at. Swords to Plowshares has been reprinted enough to be very affordable for casual/old formats. Path to Exile not so much but it's a solid card you are planning on investing some cash for white staples. The metalcraft angle can be loads of fun too but the best cards can get pretty spendy depending on your budget. Budget builds are fine if your opponents aren't bringing serious thunder.

We play Modern at my local shop. I will stick with Modern unless the community at my shop changes directions.
The best mono white decks for Modern are Soul Sisters and Death & Taxes. I believe Soul Sisters is easier to play than D&T, and probably cheaper, but I suspect that D&T is a deck that you can stick with for a longer time without getting bored with it. It was my first Modern deck, and I loved it.
Another option that´s not as competitive, but pretty decent and dirt cheap, is Knight tribal. It should also be a lot easier and more straight forward to play than the other two options I mentioned.
*If you want to play it on the cheap, cut the Canopys. If it´s still too expensive, you might consider cutting the Eldrazi Temple/Thought-Knot Seer package. Do not cut the Vials, the deck relies on them. If you can´t afford them, you can´t play this deck.
**This list is old. I´m not sure what a newer deck list would look like, but I can almost guarantee that it would include 4x History of Benalia. That card is expensive now because of Standard, but it will go down for sure.
Instead of playing a creature based aggro or midrange deck, mono white can also be a decent control deck. Get a few nasty flyers with maybe protection or hexproof or shroud or some other way of inbuild protection, plus maybe a few cards to act as counterspells that protect them, like Ajani's Presence, Apostle's Blessing, Valorous Stance, etc. The last one is also good spot removal, of which you then need quite a lot, and white provides. With Oblivion Ring, Banishing Light, etc. you get tools that can deal with pretty much any permanent. One essential ingredient is mass removal, like Day of Judgment, because it not only kills all creature theats to you, but generate card advantage, for which white does not have that many tools. Just don't use them when you would lose more, unless you are despeate (=iminent loss). "Creatures" that aren't creatures all the time also dodge this kind of removal nicely, and can attack right after you cleared the board. Early on, you can hide behind some cheap Walls with big butts to stifle aggro. Ghostly Prison can also provide the breather.
Drawing more cards is the biggest problem. You mostly have to rely on artifacts and cantrips for that. Cycling cards can be helpful here, providing some useful effect or the option to draw something else.
Playing control is hard, though, but if you enjoy sitting back and messing with your opponent, this playstyle is for you.
I'm talking Casual of course, for a tournament you are very likely better of playing 2 colors.
One option not mentioned for White is Mono White Martyr Proc. It is essentially a Mono White Control deck, utilizing Martyr of Sands and a couple of Proclamation of Rebirth to rebuy them and other creatures.

Stay reasonable, be mindful of your expectations and don't feed the trolls.
