hey guys. im here to introduce myself. so i played a lil mtg when i was in middle school, but i see theres alot of new stuff going on with mtg.im actually lost with all the new stuff with the game(new for me). so in need of a little help with the whole concept of magic.
is there a complete guide i can download form the web?
why are cards or decks being banned?
what are different deck types like commander etc...?
i want to know the whole story of mtg
i bought a whole bunch of dominaria packs a made a swamp deck but looking for tips
im also trying to make new friends in the magic community dont have noone to play with since i cant leave my house. house arrest. long story

its good to learn from your mistakes.but i prefer to learn from the mistakes of others.
you can find the basic rules in a lot of places, try the one right here. Of course there are tons of annoying little corner cases, and that's where the comprehensive rules, and card-specific rules are helpful, but I would use those as a reference if you have a specific question, not as something you should sit down and read.
cards are usually banned if it creates an imbalanced or unfun format, usually because the card is too powerful. A format in magic is usually defined by some subset of cards that can be played between decks of that format - i.e. standard is only cards from the most recent sets, modern is everything after 2002 or so, etc. Usually formats with more cards will have a higher power level, so cards that are banned in standard won't necessarily be a problem in modern, for example.
The 4 main tournament constructed formats - standard, modern, legacy, and vintage - are all 60 card minimum formats where you can have 4 of every card (except basic lands where you can have as many as you like), differentiated by which cards you are allowed to play. Standard being ~1.5 years of the newest cards, modern post 2002, vintage and legacy being anything, but legacy having much more banned cards (vintage doesn't ban anything* but does restrict especially powerful cards to only 1 copy per deck instead of 4).
Commander is a 100 card format where you only get 1 of each non-basic-land card, plus some other more complicated rules (you basically build your deck around a creature that looks particularly cool to you) which you can look up here if you're interested. Personally I love it, and a lot of people do, but it's usually considered a more casual format than a competitive one, so if you're looking to climb the totem pole of competitive success it's probably not a good place to start. If you just want to shoot the breeze with some friends, it's great fun though. There are also many other types of formats with different deckbuilding restrictions and different rules for play, but usually with the same basic rules of the game.
If you're just starting off, I'd recommend either playing "60 card casual" - 60 cards, 4x per card, but without intentionally fitting into any specific format - or standard. There's also limited, which is where you start with no cards, and build your deck as part of the event, making it a contest of both deckbuilding and playing. Personally I think this is probably the best way to play magic, but it can be daunting for new players so at least acquaint yourself with the rules by playing constructed magic beforehand.

100 cards is roughly equivalent to a sealed deck, so building a full 60 card deck is probably going to be pretty difficult, but 40 cards is doable. Of course if you want to compete at tournaments, besides a 60-card deck you'll need a lot more consistency - your best bet is probably a challenger deck.
As far as playing at home, of course you can always play both sides of the game, or find a friend to play the other deck, in which case maybe duel decks or the battle decks from card kingdom would be a good way to go. I'm not sure if people still use cockatrice (a freeware mtg program) but that might be compatible with linux. Not sure how good the interface is - personally I think face to face magic is the best way to play, but many people do like to play online.

Same works for hearthstone, which is basically magic-lite and a pretty decent introduction to the genre.
