Ravnica getting 3 sets can basically be summed up by how MaRo felt about Battle for Zendikar. Battle did not work because it left off all the cool and awesome stuff people loved about Zendikar in favor of the war with the Eldrazi. WotC is going to strive very hard to ensure they hit all the high points of a plane in addition to resolving the plot. For most planes, you could probably do that in a set, maybe two (if the themes of the world are broad and require a lot of space). Ravnica requires 3 because WotC cannot effectively hit all 10 guilds in one set, so they need to dole them out over 2 sets. That means we need a third set to resolve the actual Bolas plot.
The problem with Dominaria is that it is really, really generic, kitchen sink fantasy. Dominaria is not special because it is a well crafted setting like Innistrad or Amonkhet, it is special because we spent a decade building up that one plane. Even the most generic settings become rich and wonderful with age (reference Greyhawk, the Forgotten Realms, Warhammer Fantasy, etc.). But depth is not a hook. Depth is hard to convey in card form. This is why WotC went with a nostalgia theme for both Time Spiral and Dominaria. WotC did an admirable job conveying nostalgia with those two but I am not sure they can pull off "nostalgia" a third time so soon after just doing it (and doing it so well).

They can if they let Richard Garfield do what he does best. I'd be okay with a 5 year wait if they do 2 sets next go around. Hit the 30th anniversary, hit the nostalgia, let Garfield be himself and sell it off the shelves.

I wouldn't worry too much. WOTC only gets back for a return in about 5 or 6 years. I assume Dominaria Returns in time for the 30 anniversary. Hopefully next time with more sets.

Nostalgia really doesn't work as a theme if you don't have nostalgia for the plane for starters, and making nostalgia the main theme just seems... odd I guess, to keep doing.
