If money wasn't a factor, would you rather play with a deck that has all premium (foil/holographic) cards or with a deck that has no premium (non-foil/non-holographic) cards? Explain your answer.
Note: Assume that the card stock quality including the premium card stock is comparable to the Dominaria card stock.
If foils have a decent look to them they upgrade the cards artwork with shiny effects (like a shadow or some glowing energy).
Foil effects usually work best on cards that have big areas of the same color.
Full-Art lands and Unglued lands fit that category quite well and look nice to the eye.

Sadly a lot of the art gets quite dark from being foil and theres almost no nice extra shiny effects.

Price of the cards is ignoring anything else also a factor people LIKE them. If you like a card enough to justify playing it for years some people like to put more money into it, which shows that they like the deck and "commit" to it.
For me thats the case for almost all the "cheap" cards, they represent quite an upgrade if a deck is fully foiled its somewhat an "achievement" if you collected the cards ; much less so if you just buy them online.
If you know the people you traded the cards from the card gets a bit of history and it connects to these people.
If you play weekly to earn packs in FNM and theres a foil you play years later, you remember it.

So for me, foils are superior to regular cards, if they add to the artwork and represent some kind of achievement to "earn" them.
I hate foils and will always choose regular cards over them. I started playing in '94, and so the cards from that era have more nostalgia for me.
When not in sleeves, looking at foils for too long gives me a headache. This also contributes highly to me not liking them.
I own a few foils, mostly because they've been particularly difficult to trade away. Some foils are beautiful I will admit, just not my thing.
As someone who has probably spent around $30,000 or more on foil cards in his life time, I will tell you that it is a horrible "hobby" to get into. Sure, there are times when the foil prices spike and you can make a decent profit...IF you are willing to sell at that point, which many people are not.
I do love foils still, but I have a plan to sell most of my Legacy foils since I don't play Legacy often anymore. I will probably keep most of my Modern foils, other than the ones that I don't use, but there's no need to have literally thousands of dollars of foils lying around.

In other games I have a lot of full art foil cards since the foiling and art are amazing, as well as the price not being a nightmare. Magic the Gathering has the foils of horrors. When cards I've double sleeved from Kaladesh are warping in strange ways when left sitting out, I'd hate to think what foil cards would do. Heck, the less we speak of Amonket and HOU the better.

Ultimately it depends on the format for me. In something like Legacy, I prefer non-foils (and old frame) because the idea is that my deck's aesthetics emulate Magic's past as strongly as possible. In something like Commander, well, the idea is that you gotta show off that bling, and foils have a very distinctive look that can't be matched by what things like different frames provide that make those decks appear fundamentally different than those in other formats.
