If you cast a spell in response to the trigger to remove the last time counter, you've already cast your spell for the turn, you don't have permission to cast Hypergenesis, and it's exiled forever.
If you cast Hypergenesis, you can't cast another spell that turn, and it's countered as your first spell for the turn.
Wow, this is really just flat out stupid. This gets a kind of immature vibe around it, and let me explain.
The board state that the puzzle starts out with is stupidly good enough in its own right, yet they still put into play all these specific rules, like 'no hand' and 'There are no miscellaneous cards in this game (planes, schemes, vanguards, conspiracies, commanders, un-cards, etc).' makes me feel like someone laid down this challenge, was easily destroyed, and then changed the rules. When you see Back to Basics and Leyline of the Void, it feels like they were added in as a response to being beaten rather than being an original thought and the Stablilizer and Meddling Mage calling Genesis Hydra are nigh-guaranteed proof of such an outcome...I mean, come on, when a specific card is being prevented from being cast when everything else is an overarching bird-flip to literally anything you could possibly do?
It reminds me of that one kid you would eventually stop playing with because he would never be shot when you played Cops N Robbers, or who's made up character was always better and could do anything and when you pointed out a weakness, he would change to counter it so that his dumb make-believer character could never lose.

This stack of cards was originally created as "the unbreakable lock" and has been updated literally every time a lock card or a lock breaker has been released. It's not meant to be solvable.

Split Second only prevents the casting of spells and the activation of nonmana abilities. It has no influence on triggers, special actions (like unmorphing), or mana abilities. All of which can go above that spell or done in response.
Closest card to winning would be the new 6 mana Chandra.
You could certainly resolve Awakened Inferno through this board, but her -3 doesn't kill anything (Meddling Mage is a 6/6 thanks to at minimum two Elesh Norns, on top of all of their permanents being indestructible), her -X can't even target anything thanks to Privileged Position (not to mention the board being indestructible), and while you can hand out emblems all day like candy, Platinum Angel means you can deal all the damage to them you like, they still won't die.
(And even without the Platinum Angel, they're dealing 2 damage/turn with Purphoros, making an additional Elesh Norn each turn, and can attack you, while you're waiting 6 turns to cast Chandra in the first place.)
