Foreign cards are more difficult for stores to move than cards in the native language of that store's location, so most stores pay way less than normal for those cards and sometimes sell them for less to move them. Except for a minority of people who enjoy collecting foreign cards or just really need any version of the card to put in their deck, players tend to prefer the language commonly known among people they play with. If another player asks you what a card does, it's entirely on your shoulders to be able to provide them with an accurate wording of the card, and this is especially true in any sanctioned event. Ultimately it's all around easier for everyone if other players can read and understand your cards. These two factors are why most foreign cards are sometimes cheaper. A few languages can be more expensive, but that is mostly due to it being harder for distributors to get sealed product in that language. Generally Russian, Korean and as said above Japanese are some of the harder ones to find.
