Only if someone has multiple upkeeps (or the phases of the turn are reversed). The last ability grants an upkeep trigger to all permanents until EOT, but the earliest point you could activate the ability is after the granted trigger would occur. The damage to dragons would never happen unless there are multiple upkeeps in a single turn.
