Wizards stated that from now on, they will use the C symbol for all colorless mana production. As others pointed out, we already have colorless lands with benefits that come into play untapped. The only case for waste is basic fetching. Given that, I don't see why why Wizards could no print waste in other sets, other than keeping them a special Zendikar thing. There is no deep argument either way, so only the future will tell.
(I'm not knowledgeable about print sheet, so I have no idea if making waste evergreen would cause problem with print runs.)
Maro has stated colourless mana costs is something unique to Kozilek. He has also stated that wastes are an Eldrazi thing. There is limited design space for colourless mana costs so dont expect it to show up too often.

I thought maybe the fact that they didn't give Wastes its own basic land type was so that they could print more thematic colorless producing basics in new sets.
While its true that it has been stated that Wastes are Kozilek-specific and C will only return sporadically when appropriate in future sets, isn't it a fundamental rule of Magic that we are allowed any number of basic lands in any constructed deck? Was there a rule changed with Oath that I missed that would stop us from putting Wastes into our deck after Oath has rotated? It seems to me that even if Wastes aren't printed in a Standard legal set, we are still allowed any number of any basic lands in our deck, unless I am misunderstanding the basic land rules.
The relevant rule:
100.2a In constructed play (a way of playing in which each player creates his or her own deck ahead of time), each deck must contain at least sixty cards. A constructed deck may contain any number of basic land cards and no more than four of any card with a particular English name other than basic land cards.
Was there a rule changed with Oath that I missed that would stop us from putting Wastes into our deck after Oath has rotated? While you can put any number of copies of a basic in your deck, you are only allowed to play any copies of a card if it's legal in the format you're playing. You can play a Standard deck with 24 copies of Island, but you can't play a Standard deck with any copies of Snow-Covered Island.
