The Trinisphere interaction existed before Khans, so there was no reason they had to make the change at that point (or at all). Mostly my point was that they are willing to change the rules about how an effect works.
Prior to the change, Convoke and Delve were cost-reduction effects. If you reduced the cost below 3 with a Trinisphere in play, you had to pay back up to 3. Now, tapping creatures or exiling cards generates mana for the spell, so Trinisphere doesn't care.
If they hadn't changed the rules, the delve cards from Khans would still function within the game rules. The change might improve gameplay and make the rules easier to understand but it was not, strictly speaking, necessary for these cards to be printed.
What I'm saying is that the change proves that they're willing to change the rules regarding an existing mechanic. From this, we can infer that, if they wanted to make a Splice onto Permanent keyword, they would be willing to change the rules regarding Splice's function in order to make the new cards actually work.
I think it's a great spell mechanic; it's something like a cross between cycling and flashback. It would be interesting to see the design space they could explore if they were to allow splicing onto super types.

Subtypes. But splice is closer to forecast than to cycling and flashback. In fact, forecast is a mostly cleaner version of it. Mostly because it doesn't let you use it at instant speed, or encourage playing a lot of instants, and can be put on anything.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
On the storm scale Arcane is a 9 and Splice onto... is a 8.
That means they’re probably saving that for Commander sets or Modern Horizons.
The Mechanic is quite complex for many starters. Very fun though.
The cycle of Betrayers of Kamigawa that Splices for alternate mana cost is something people don’t know how to handle pretty easily especially handled at common.
It would be nice to see another cycle like this at rare or mythic.
Also the Shoals were another complexity monster...the fact that you can splice first and then pay the alternate cost (even with the spliced card) is something ultra confusing. Especially with the new generation of players that only care about linear basic power level and not synergy.
The good thing about splice is that it was very educational for how you should cast a spell.
I would like to see Arcane and Splice onto it again since it has a lot of room to grow and most importantly has potential for power level and fun factor.
They only need to print more cards with the subtype to generate play diversity.
Only 27 Splice onto Arcane spells have been printed out of the 93 Arcane spells printed.
Not even the third part of the total
Also the first time around, they never pointed out that inherently only Arcane Instants would hace the ability even when In the introduction material that was included in Fat Packs and Novels actually had printed the info that “Some instant and SORCERIES have the ability”.
So I don’t see why Arcane sorceries cant have the ability since it really doesn’t matter the spell type, only the subtype.
They clearly have to tweak a lot especially with the fizzle issue. Which is easy by adding extra targets to the spells.
The color rule was something cool that helped a lot against the protection from color permanents. It was seen as a complexity issue but instead it should be seen as a positive feature.
Bad publicity is such a thing...I think WOTC self sabotaged by not standing against one of the most creative mechanics for Magic The Gathering.
maybe if the new generation of Splice became an ability with the old "add this effect to the instant spell you splice it on to and keep this in yer hand" text but omitting the word Arcane, which instead of being on the type-line, could be another keyworded ability written Arcane X which meant "Spells and effects you play targetting this spell cost X less mana to play; spells and effects your opponents play targetting this spell cost X more mana to play." so the two words were still complementary but no longer inseparable? guess that's just pipe dream stuff though

But I liked Ninjutsu and Bushido way more enjoyable when it comes to Kamigawa mechanics.
