I am looking for some advice on some of the best, fastest and cheapest ways to mana ramp. Obviously green based, as it is the synonymous color for it, but also any that may exist in blue as well.
While Sylvan is certainly decent, enabling T3 plays on T2 can often be more powerful than enabling a T4 play on T3 with a blocker T2. I just wish we had another 1 mana dork but wizard seems to be obsessed with 2cmc+ creature ramp

While I do agree with the speed part, I think that being able to ramp into any color is preferable assuming we are running a multi-colored deck. T3 plays are great but you arent going to be able to stop dmg with a mystic. I guess it just depends on the deck. Personally I would rather have sylvan and a turn 3 polukronos.

Ah yes. Sorry about that. There is no real format restriction to my question. Preferably within a Modern format if I had to be specific. But still. And yeah. I'm running a couple Elvish Mystic and Llanowar Elves, Rampant Growth, Verdant Haven, and I have some Kiora's Follower in for land untap purposes, as well as for my Arbiter of the Ideal. But I do like some of the suggestions so far. Anything else that may be helpful?
Nature's Lore is great in green as it brings the land in untapped. The non-Garruk vs Liliana versions are also quite cheap (well, $.50 versus $1.50 lol). There's really not a whole lot of reason to avoid using Nature's Lore over Rampant Growth (especially if you use Breeding Pools in your deck).
Instead of Verdant Haven, look into Utopia Sprawl or Wild Growth, as those are also quite nice. Utopia Sprawl can be set to make colors other than green, but it has to be on a Forest (again: Breeding Pools for UG, which your deck in question seems to be), but Wild Growth bypasses the basic land type restriction while only producing green. If you want to accelerate and your mana base can be wonky (or is full of non-Forest nonbasics) then Wild Growth is probably the better choice than Utopia Sprawl, but either one can be excellent.
Anyhow, the best I can come up with myself is a game in the top 8 of a PTQ back during Urza block in which we were starting game 3 with time already expired, so the tiebreaker rule was that whoever had more life after 3 turns would win. And I lost to... healing salve.
Best mana ramp at 0cc is Black Lotus.
Best mana ramp at 1cc is Fastbond.
Best mana ramp at 2cc is Channel.

Noble hierarchy is really good. It's exalted and gives u green blue or white. Problem is that it's like $50. I can't wait till this modern price bubble bursts, it's really getting out of hand now
(As far as I understand, "mana ramp" means, basically, that you can get more mana per turn than the number of the turn.)
They're card advantage, and hilarious with Scroll Rack, but no, they aren't ramp. White as a colour is pretty awful at straight-up ramp, and it's artifacts or bust there.
But in general the best ramp you get at 1 cmc (Fastest) in green is something like:
Birds of Paradise, Llanowar Elves, (Any Mana dork here), Exploration, Burgeoning, Search for tomorrow

Sol Ring, Mana Vault
Also I kept your "cheap" clause in mind omitting things like Mana Crypt

Albeit very good, Exploration has nothing on fastbond
That old card is so broken it's baroquen!
Green has so many options though... I prefer noble hierarch to birds more often than not, but my favorite green ramp cards are coiling oracle, lotus cobra (good with fetchlands), elvish spirit guide, explore,and cultivate/kodama's reach.
I also like signets, solemn simulacrum, and some of the artifact-only rampers like grand architect, metalworker, and mishra's workshop
MTG Legacy and Vintage extraordinaire (jokes), if it doesn't play blue I most likely don't play it.
Nonmodern and nonstandard formats provide the minor combo of Thawing Glaciers and Stone-seeder Hierophant to play out all your basics, should you choose.
