I would say bad. It really depends on what format you're playing them in, but regardless of the format, you'd have to make him a must-block in order to make him any good (maybe using cute tricks like Lure or pumping him up really big so they have to block).
However, even if you do this, he's not good when compared to other 1-drop green creatures he's competing with - Noble Hierarch, Llanowar Elves, even Thallid.
The bottom line is that he needs more cards in order to be of any use, so he's not useful stand-alone. All someone has to do is no block him and they end up taking 1 damage - not every effective.
There's a pretty strong Joven's Ferret deck that runs Pendelhaven and 4 Ordeals of Nylea, 4 Ordeals of Thassa and just holds up a lot of countermana and card draw.
It might be fine in a very casual deck, but competitively it doesn't stand a chance compared to other creatures. A 1/3 attacking with that ability is not very threatening.
Honestly, that would be freakin awesome. Squirrels vs. Werewolves is 1st though. You heard it here first.

Premodern - Trix, RecSur, Enchantress, Reanimator, Elves https://www.facebook.com/groups/PremodernUSA/ Modern - Neobrand, Hogaak Vine, Elves
Standard - Mono Red (6-2 and 5-3 in 2 McQ)
Draft - (I wish I had more time for limited...)
Commander - Norin the Wary, Grimgrin, Adun Oakenshield (taking forever to build) (dead format for me)
They're great, a must have for any deck with ferrets in mind.
It is indeed a must, because I looked it up on Gatherer and besides Mutavault, Changelings and Mistform Ultimus, these are the only professional ferrets.
Yes, and nobody wants unprofessional ferrets!
