Is there any way that the store can make sure people don't add exterior cards to there supposedly drafted deck? Everytime we are done drafting at my store people "go to the bathroom" or "go outside to smoke" anyone else experience this?

At our store, we require that if you leave the store, you leave your deck with the shop owner at the front desk. This has stopped all cheaters (the suspected ones in fact have stopped playing at our store.)
Luckily my store does it right: all mythics, rares, and foils are put in a pot at the end of the night. People then pick what they want in order of success. So first plays picks first card, etc. Really rewards the winners, and keeps people from cutting and running with their loot.

Is it unreasonable to think they actually have to use the restroom, or want to smoke?
If you suspect them of cheating, why not ask the store owner to institute a policy of checking decks at the counter before leaving the store?
Because conservative bias is a far, far worse thing. Liberal bias doesn't, statistically speaking, make people stupid. Conservative bias (or at least Fox's version of it) does.
At our store we have a policy that anyone caught adding cards to their draft deck have to be forcibly rubbed down with warm banana cream lotion and enjoy a calming relaxing bubble bath shortly afterwards with the other players giving body rubs with luffas.
We have since abandoned Draft Night and switched to Standard.

At the LGS I frequent, everyone scatters after drafting. We have had no instances of cheating. At least no one has gotten called on it. There was a guy who did and between the group and the TO we caught him and the store owner banned him. For the most part, it depends on the group. I trust the group I play with, and have been playing with them for some time.

At first I was excited that the LGS at my college did this practice. After a few years though I really began to start hating the practice. The people who are leagues better then everyone else at the store get all the good cards all the time and the less skilled players eventually stop showing up. There's a core of around 10 people that show up to almost ever FNM and other people come and go as they figure out how awful back drafting is for them.

We had a guy at our local store doing it during FNM drafts and in order to pin it on him over the course of a few weeks we had a couple good players sit on each side of him and rather than try to draft pay attention to what was being passed and what they passed.
Needless to say it worked. He got busted in SOM/MBS/NPH when he had 2 skinrenders in his deck and was passed 0 along with some other good uncommons and commons.
It is much easier to get away with cheating in commons and uncommons vs rares.

It subtracts any real reward out of drafting for people who aren't good at it (Like my younger brother), and it also makes some sets terrible for drafting, since those with value concentrated in a few cards will only have a bunch of jank for the people who didn't get top 2.

On topic: Checking in your pool with the to before leaving might be the best option. At my LGS, the room is small enough so people would notice if someone cheated though. No bathrooms, either.
The lgs could always stamp the card (opening pack, stamping each card, putting them back and handing them to drafting players) it's one of the ways bigger tournaments stop this (lol mike justice)

Actually, it's a bad idea to do this. The Tournament Rules require that the packs used be unopened, and make a special exception for things like the stamped packs at the Pro Tour. Other tournaments aren't allowed to do that.

It's not mythic rares, imo, so much as it is just unplayable rares in general. There are so many bad rares when it comes to standard, that your chances of hitting one worth the value of a single pack is pretty low. There are plenty of Lorthos the Tidemaker, and Wrexial the Risen Deep clogging up mythic slots as well.

Foils don't replace lands. They replace commons. Three booster packs will always produce a 42-card pool (counting foil basic lands as part of the pool, but not other basic lands), and six booster packs will always produce an 84-card pool.
