I bought one of these packs the other day,mainly cause i was curious to see if what people had said was true. I opened the pack and got terrible 8 cards that were all worthless. The packs however were fine. Got a sword of vengence in the m11 pack and xenograft in the new phyrexia. Decent uncommons too.
It all comes down to this: are you going to buy/trade cards individually or do you still enjoy getting random cards and boosting your collection? if the second is true then this value pack is a damn good deal.
I've found that typically you get one weak 'intro' quality deck and one stronger 'premium' quality deck plus the boosters. If you are still buying cards in the stores then pick up one of the pack every time you find one, because they are rare.
bacl is not an idiot. There are a host of reasons to not shop at Wal-Mart. Watch the documentary "Wal-Mart: The high cost of low prices" and then get back to us. Even adjusting for bias, the documentary is an eye-opening look into how, even for a massive corporate entity, Wal-Mart is run by a bunch of a-holes that have gutted small town america, treat their employees like crap, and all manner of other reprehensible things. Screw Wal-Mart indeed. They make greedy a-holes look like saints.
I bought one of these today because it had a planar chaos precon still wrapped, I thought. The deck box was re-shrinkwrapped and repacked with basic land! I am more than displeased and amazed that this can be done.
Turns out it is a long one, hence the spoiler tags.
So I went and bought a few of these for kicks and had mixed results.
To be specific, I bought the "Extreme Value Package" that includes two booster packs and 8 bonus cards. The bonus cards are nothing to write home about; just a mix of older common and uncommons from all kinds of sets. Worth it for the nostalgia and maybe some Commander play, but that's about it. Except for an Umbral Mantle from Shadowmoor (worth $.50), every other "Bonus" card was worth $.15 to $.25 so other than the fun of it, no real money to be made just from the bonus cards. (I suppose they might include a random expensive card but I highly doubt it. That's how legit card shops retain customer loyalty from customers already in the store. These guys are banking on uninformed spouses and parents seeing these in Target while shopping for groceries. They don't give a crud if you ever buy another "Extreme Value Pack") However the packs I found were all packaged so they showed a Standard legal pack (3 New Phyrexia and one Core 2012) in the front of the package, but the booster pack behind it was hidden. While the New Phyrexia only hid a 2011 Core pack, I was surprised to see the 2012 Core pack hiding a Shards of Alara pack. This one pack held a Quietus Spike and a foil Hellkite Overlord. While I cannot say that was normal, or in any way indicative of the quality of said packs, I'd like to say the packs seem legit and not resealed. I would never guarantee that all packs are this good (or bad considering) but I had fun opening them. On another, possibly related note, of the eight packs opened, six of them had foil cards in them. Like I said, probably not the norm, but cool anyways. I'd buy them again, but only as an attempt to try for an older pack of cards.

Hey - I haven't bought the 2 booster packs in a while. The 8 cards in the middle have been junk lately. I heard that a while ago, people were getting good pulls. I also once got worldwake packs behind scars packs and pulled a Jace when they were still hotter.
The Value Packs with two decks are what you want to find. It seems that most places by me have not had them again after the first shipment of 4. NO more cheap commander decks I guess.
