Here's what some of my friends and I want to do, we start a Magic Club at our University (USF) which is official and may or may not be sponsored, possibly raise money for more boosters, and above all else have official DCI sanctioned tournements. We have about 2 lvl 1 or 2 judges right now and might be getting some more at the next test.
The reason I want to start a club is that the closes sanction tournement is about 15 miles away (not all of us have cars), and the prereleases are about 100 miles away in Orlando. We also number from about 10 to 25 people currently so this isn't just a small group thing. In fact you don't need to be a member of the club to participate in the tourney's and prerelease. Soon we'll outbeat Orlando's/Miami's prerelease. =)
Any advice as to how to pitch this to the school?
Any advice as to which kind of club we should go as? Sponsored? Unsponsored?

My friend has a card distrubiter license. I need to know how or where to contact DCI officials.

Well you probably won't be able to run FNMs, because Wizards requires that to become a Premier Store, and thus recieve eligability for FNMs and other Premier events, you actually have a store. I think this may include running Prereleases, PTQs and GPTs. But they may not care for those, just that you be a Premier TO.
Yeah, you need to be a Premier Store to get things like FNM.
You can hold sanctioned events (you don't even need a DCI judge, but it helps that you have some certified judges available). Once one of you is a TO, you can always contact the WOTC OP folks, explain the situation, and see what they can do for you. You'll never know until you find out.
As for how to pitch it to your school, I wouldn't have a clue. Just make sure you leave out the devil worship and human sacrifices.
When pitching the idea to your university, my advice is that you gauge interest ahead of time first. I'm sure that your student government (or whatever body dishes out your student org monies) will be much more willing to sponsor you if you actually have proof that more than three people are interested in joining your organization and/or attending tournaments.
So collect signatures or ask people who are interested to go to the student gov't meeting with you, to demonstrate support for the idea. You don't have to display a ton of interest (I think 15+ is probably enough), but you need enough to make a point.
Other than that, I would suggest shooting a bit higher on your proposed costs than you actually calculate. It seems (at least at my university) that if you aim a bit higher than estimated, you tend to get about the amount you needed/wanted. Whereas if you aim on target, you get less than you need.

we tried this once back in college. it didn't pan out. for the reasons covered by sir bloom here.
last time i checked they'd usually ask for a minimum number of people before they make you legit. i think they'd want to see if you could fill up the needed manpower to run an organization and stuff. this is over and above the members too. so yeah, you'd need presence. also, you could try asking people you know to make their own calls for it. it's one thing that you're all organized, but it'll also help if you have a wide demography of people that will show interest for the organization, all at the same time frame.
My Alumni's Physical games club (Tabletop RPGs, Boardgames, Wargames and Card games club) is like 35 years old. So I guess if you want to hoover up as many people as you can into these related area's will allow you to keep the club running in the long term.
It was able to get prereleases by entering into an agreement with a local store (Which doesn't have the space to host a prerelease, it's like a basement) I am not sure if there is a way you could do a deal with an LGS to allow your club to use their space and vice versa.
Don't forget that the tournament organizer is responsible for all the logistics of the tournament, including:
- Obtaining a Tournament Authorization Number from DCI;
- Providing a venue that meets the expected needs of the tournament;
- Advance placement of the tournament announcement;
- Staffing of officials;
- Providing all materials necessary for the tournament (for example,
products for tournaments in Limited formats);
- Submitting tournament results to DCI;
Storage of forms for recording match results (slips) for each tournament held
within six months (to facilitate the appeal procedure).
